Shopify Payments is currently not available in France. I will however add your feedback to the feature request for this.
With that in mind, Shopify is partnered with some third-party payment providers in France, which you can see here. You can read more about configuring third-party payment providers here on how to connect the gateway to your store once you’ve found one you want to work with.
