Looks like an upsell feature or call to action, If it’s from an app disable the app.
Otherwise for third party themes you will need to go through their support or hire someone to go through the theme to find the source.
You can try Bundle Upsell & Cross sell where you can remove discount or you can set a discount as your requirement. It is a free to install app.
