This is usually an option most Premium themes have. You need to go to the Cart settings in the customize area and search for something like Cart Threshold (there should be a text option where you can put the free shipping amount used for this functionality). There should be an option to turn off this functionality. If there isn’t, just try leaving the text field I mentioned empty.
Without knowing what theme you are using I’m not able to give you a direct answer. If this doesn’t help, can you please share your store URL?
