How do I suspend or cancel a customers account that has violated our policy over and over?

I have a customer that repeatedly violates are policy over and over, we’ve warned them multiple times and now wish to suspend them, how can I achieve this ?

Testing it out on my personal account disabling the account up top with the button just stops them from having profile access it doesn’t stop them from added things to a new cart and buying them under that email.

Use fraud apps to blacklist the email and auto reject any orders they place , then the address too if they still continue to try by using different emails.
