How do you create a centrally aligned landing page with clickable logos?

Hi all,

Just wondering how to create a landing page like this? Logo with links all aligned in the middle? (When you click the links it takes you to collections, blog posts etc)

Is this an app or is this done with css/html coding? Just curious as I can’t find any answers on the world wide web.
