A couple questions come to mind when planning for seasonal shifts. 1) How can we use Google shopping or ads to promote our menu, locations, or local events where we’ll be showing up? 2) Is anything Google shopping /ads can help with our business during the winter time when the season’s rather quiet?

For Google Shopping you can not use your business model, because Google requires products to be available and ready, before someone orders it. As per the policy here: https://support.google.com/merchants/answer/6150127#:~:text=Unavailable%20offers
However, you can use Google Ads local search ads for this.
What you want to do is link up your Google Business Profile.
Then in Google Ads when you create your campaign add a location asset.
And consider adding a call asset as well.
You can also add a promotion asset for event specific details such as, Find us at the Riverside Summer Fest - July 12-14
Make sure to tighten your geo targeting to 1 to 5 miles to avoid wasting budget on people who can’t come, or at least experiment with a different radius.
You could also setup an ad to sell your service, like for catering and private events. So if you have less productive periods in the winter, consider doing something differently.
My partner and I chatted about Uber eats but then we can’t justify the service charge. Say if we go down that path this coming summer, any way we can set up Google shoppings/ads to amplify being enlisted on Uber Eats?
I am not sure about that combination, as I have never had that experience. My clients have been always selling physical goods.
But logically, yes, on the more platforms you are, the more notice you get, resulting in more sales.
For example my clients will do advertising on Facebook, and that lifts sales in Google Ads as well. Because users see ads on Facebook, then later search on Google.
