I sent this message to the customer.
“I need you to send me (email) a picture of your driver’s license and credit card to confirm addresses and card numbers etc. You can email me or text me at 920-207-9180.”
I have not received an answer.
How does Shopify determine that this is a potential fraud?
Is it appropriate for me to put a message on my website saying that orders like this will be charged X percent to cover my cost?

Shopify may determine that orders are a potential fraud based on several factors such as the customer’s order history, the shipping and billing address not matching, or the use of a suspicious credit card.
When asking for proof from the customer do not ask for their full credit card number. Simply ask for documentation such as proof of address, and their credit card with all but the last 4 digits blanked out.
Additionally, it’s not appropriate to put a message on your website saying that orders like this will be charged X percent to cover your cost as it can deter potential customers and harm your reputation. Instead, it’s recommended to use fraud prevention tools such as Fraud Control.
