we need a way for the shipping to be charged properly. For example, if the shipping address is a residential address UPS charge us $5 extra approximately. We think that charge is not being reflected to the customer, that they pay the shipping cost without the address being verified as residential. (so we are eating the $5 extra on every order that is a residential address).
I looked into the handling fee for orders but that doesn’t gonna work.

I totally understand your concern about charging accurate shipping rates. However, if you are open to using apps then I suggest taking a look at PH MultiCarrier Shipping Label App. The app allows you to specify addresses as Residential or Commercial to charge shipping rates accordingly.
