How to accurately estimate shipping costs for online sales?

Hi - I use Canada Post or USMail for most of my shipping, however the price that the customer is shown at checkout and ultimately pays for is ALWAY inaccurate. I just had to ship a small plant pot from Calgary to Toronto and the price on the order for shipping was $14.90. When I created my shipping label it was $34.90 - this is ridiculous. What am I missing?

I weight all of my items when creating it on the website (accurately). Should I be adding 50% to that weight to cover packaging and also a fuel surcharge that seems to be added by Canada Post?

What does everyone else do? Any guidance would be appreciated.
