How to activate the Third-Party Calculated Shipping Rates

According to this thread, if I am on shopify annnual plan, I can contact Shopify to activate the Third-Party Calculated Shipping Rates for free. But I cannot find anywhere to contact Shopify at all! Where do I go to contact Shopify??? This is so frustrating that Shopify is deliberately not allowing us to contact them directly for help when none of the discussions in community nor the help center is being helpful.

You can remain on the Basic Shopify plan and add the live carrier rates feature for as little as $0/month if you switch to yearly billing. This also saves you 10% off your plan, so for a lot of users, this is the way to go. Or you can add it for $20/month a-la-carte. You can add this feature to your plan by contacting Shopify. I am sorry that you have experienced difficulties in finding a way to contact our support team and I can assure you that we do not deliberately attempt to stop merchants from being able to contact us. Our support team can be reached 24/7 directly through the Shopify Help Center, and callback and chat options are available the vast majority of the time.

We are currently experiencing an issue with our chat and callback functions, but we hope this to be resolved soon. Updates can be found on our status page. It is still possible to email in via the link shared above and a member of our support team will be able to view your message and help enable the carrier-calculated shipping feature on your store.

As stated by @Anindita , this feature can be added to your plan for $20 per month if you are on the Basic or Shopify plans, or you can receive it for free if you decide to pay for your subscription on an annual basis (the feature does also come as standard on the Advanced and Plus plans).
