this will depend on theme if it’s not a setting and advanced theme customization may be needed to change behaviors of settings or javascript for some slider libraries/implementations.
In some cases a CSS band-aid might be able to just show the arrows if the are actually render or added to the DOM for mobile but you would need to provide inspectable urls.
