At the top of my page I have used the image with text overlay. In mobile view, it cuts off the picture and looks ridiculous. Is there a way to change the picture or size of the picture for mobile without it affecting the desktop view?

I appreciate that you have let us know which theme you are using as that is very helpful. Looking into the options available using the Debut theme, we can navigate to the Theme Editor and select on the section image with text overlay. Once you select on this section, you should see options that appear on the right hand side. I took a screenshot of my test store to show you the section I am referring to:
We can attempt to make changes to the image alignment, layout and section height to see if that allows more of the image to display on the mobile version of the online store. With that being said, we have a great article that goes into more detail about How to Combat Image Cropping on Shopify Sections and provides a couple of recommendations that can be tried to have your image displaying how you would like.
Alternative, you can reach out to a Shopify Expert to assist you further with creating custom coding to have the store displayed as you would like.
