Is it possible to show both options on the checkout?
Also, we also want to apply an $8 shipping fee discount per bag. So, if the Ground Shipping fee is below $8, it should offer free shipping.
Example: When somebody orders 3 bags, they get a $24 shipping fee discount. So if the shipping fee is $10, it’s free shipping
Can anyone recommend an app that can do this logic?

If I’ve understood your first question correctly, it sounds like you want to give your customers a choice between two 2 shipping rates: SmartPost and Ground Delivery.
Usually, if you are using third-party calculated rates, the different shipping options are displayed to your customers automatically based on what the third-party offers. If you want to offer your customers a choice, third-party calculated shipping is the only way of doing that.
If you are not using calculated shipping and are creating manual shipping rates then there is no way of providing both rates simultaneously to offer your customer a choice, as the manual rates only display if certain conditions are met.
If you’re not looking to offer a choice to your customers, and are simply looking for a way to increase or decrease shipping costs depending on the number of bags being bought, then you simply create tiered rates.
This would mean that as soon as someone adds more than one bag to checkout, they are charged Ground Delivery. It would look something like this:
In relation to your second question: you can create automatic discounts to create a default amount off of the order.
