I want to create product bundles. However, I cannot understand which options is more beneficial.
option #1:Creating separate products for packs of 3 and packs of 4
option #2: Creating one product page and have multipack options with related prices as variants.
What is the difference of these options. Can someone advise me whether there is any difference on how the inventory will be tracked based on these options? What mechanisms can be affected if I choose 2nd option.

It really depends on how you manage your inventories.
Option 1 will create 2 products and option 2 creates 1 single product. It depends on whether your packages are fixed, i.e. you’re selling 3-pack & 4-pack as 2 product. If the inventory of 3-pack & 4-pack is separated, both options work. I imagine this case as 3-pack coke & 4-pack coke, where the inventories are separated.
If you want to track the individual items in 3-pack & 4-pack, both ways don’t work. For example, you have 100 cokes and you want to put some of them to 3-pack, some to 4-pack. The remaining 100 cokes are what you care about.
