I’m looking to setup my store so that people can browse items, add them to their cart, and then ‘request’ the order
I could then manually confirm/reject the order and then based on that the customer is sent a payment link via email
Is this possible? I’m happy to install apps and write scripts

There’s automation tools like mechanic to convert carts to draft orders.

For B2B , stores on shopify Plus plans can set companies to only be able to create draft orders at checkout.
