I am helping out a friend with their Shopify Store that sells candles.
We want to add the option for customers to create their own bundles for products on the site. Maybe 2-3 items in a bundle. I want the product page to show 3 different drop down menus that have products from the same collection in each menu.

Are there any apps that would allow me to create something similar?

You need to use a third-party app to create such kind of bundle. you can try MultiVariants ‑ Bulk Order App. Add the collection of the products as variants in Shopify and then through the app you can set the bundle limit so that customers choose exactly 3 products for example from the list. The only difference will be the display style. You want it in Drop down, but MultiVariants will show it in an open list with a quantity field for each variant so that customers can choose different quantities of a variant. Although the UI might look slightly different from what you’re aiming for, I’d still recommend checking out the Bundle Page (or also called Page Builder) feature.
With the Page Builder feature, you can create a similar customer experience as letting shoppers choose 3 products from 3 different collections to build their own bundle.
Additionally, you can set up quantity discounts for the bundle to make the offer even more attractive and incentivize customers to buy more.
