How to create a rolling marquee on Dawn theme?

I am trying to build a rolling marquee on my site. I came across this and it’s not working for me. Any ideas? Yes I’m on Dawn theme

I tested the Top marquee header works fine. You did it, didn’t you?

We have checked for this issue in real system and browserstack but it is working ok. In which system configuration or browser you are checking?
