How to create an offsite payment app extension on Shopify?

Hello, I am trying to create an offsite payment app extension. However, on my partner portal I do not see any option under the Payment tab. Also I do not see the option when I use the Shopify CLI. What could be the issue?

Hello, according to Shopify they are currently not accepting payment provider applications, but is on invitation only. Please advise on how I can apply to become a payment provider?

This is a really bad method. Even though the customers pay for their Shopify account, they can’t add their payment gateway using their code. I converted many of my clients from Shopify to WooCommerce or Snipcart because they allow their customers to add their payment gateway using their code. I contacted shopify developer support and they won’t help either. They sending this generic pre-formatted answer. I will continue to convert my customers from shopify to other platforms.
