How to design a “Tab college” section by changing the theme code？

I want to design a “Tab college” like this site: inselife has on the Homepage, the image/video can be exchanged by clicking the collapsible navigator.

Can this be realized by using a paid Shopify Theme？ If yes, how can I know the theme name except by emailing them to ask?

Online store->customize->Add section->collapse content
