I have free shipping on orders over 9,900. If someone buys products for 10,000 and applies 20% discount the value is 8,000 and he should pay for shipping. But Shopify gives free shipping.
How can I make Shopify evaluate the value after discount when determining if to apply shipping fee or not?
You would have to use a third party application for this.
Actually I am using a 3rd party CCR app, perhaps the problem lies within their territory. I will check with them.
A temp solution would be to raise the order’s value, of which free shipping is determined, up to X/0.80 since all orders get 20% discount

Advanced Free Shipping allows you to create free shipping discounts based on checkout subtotal (that is, total after discounts are applied).
