The cart popup feature is included in versions 12.2.0 onward, so the easiest solution may be to consider updating your theme. Let me know if you have any questions or concerns about updating.
Alternatively, you can work with a Shopify Expert or post a new topic if you’d rather stick with your existing version of Debut. The original post you replied to was from 2020, so while you may still get answers there, you can also try posting a new topic with the details on your current version of Debut and why you want to implement the change.

How to update the theme in 12.2.0
You can follow the Updating themes guide here. Themes installed from the Shopify Theme Store will indicate whether there is an update available. This information is found in the theme library under Online Store > Themes.
