how do we get a product to show as “new” ? is there a special setting? how to sort by new items?

Great question!
You are able to sort products in each collection by “newest”. This means your most recent products added to the collection will appear first. Is this what you are after?
From your admin, head to your Products > Collections, then select the collection you want to set to show the newest products. Once on the collection page, scroll down to the products section, and set the Sort option to Newest:
Another option is to create a new collection including all products within your store and sort by addition date, starting from the newest. You could call this collection “Just Added” and add this to your store’s homepage.

I understand how to sort but I don’t understand how shopify determines whether a product is new. Is this just based on date added?
I have out of stock products that are coming back in and would like to list those as new as well. How do I do that?

You are correct, products are determined “new” by the date they were added to your store. If you wanted to list out-of-stock products as “new”, I would suggest creating a collection with those products added and titling the collection “Just Added”. You can easily manually select which products to add into this collection or you can automate it, based on tags etc.
