If marquee text is not available in your theme, you can add it through custom code. This will require a developer to implement. Here is a sample:

google: ‘marquee text css’ a bunch of sites will pop up with examples of code. you might be able to put a little code it in the custom css of the section and make. or else you have to go into the code of the section which will be much more difficult
fyi: some browsers don’t support some marquee code these days. it is a bit outdated, yet there are some themes that have it.
