How to fix shipping errors limiting cart items?

Hello!

im fairly somewhat new to this but,

i am having issues with shipping. People are not able to add more than 2 items in their cart without having a error in their screen saying “shipping does not go to their destination and to return to my catalog”

i have tried countless things.
what Can i do?
