Did he have the access to your store ?
Like collaborator or staff account?
If so, remove it. So no one can block your store.

Thanks for reaching out, I can see this is your first post in the Shopify Community - you are very welcome here. That certainly does not sound like an ideal situation, so I can understand why you would be concerned.
Did you hire this developer on the Shopify Experts website, or externally to Shopify? Also, how were you invoiced by this developer, through Shopify or via an external payment method?
As @MAQUAE has mentioned, if you are at all worried about any harm being done to your store then I would consider removing store access for this person, at least until this situation can be resolved. Have you already tried to resolve the issues by communicating with the developer?
Trying to scam you and threatening to block your store sounds like quite a serious situation, so I would recommend reaching out to our support team using this link and providing us with as much information as possible.
If this person is a Shopify Partner and you hired this developer through the Shopify Experts website then we can investigate this, however we will need some examples & further information. There is a Shopify Partner Program Agreement that all Partners must adhere to, so if you believe this is being breached then please do reach out to us using the link above and let us know.
