My client is not on Shopify Plus, that is far too expensive for their business. The sales agents are also the two office employees who also do bookkeeping, inventory management, and customer service. I have resolved the problem. I use Sparklayer b2b to drive this client store and Sparklayer has its own discounts that I was not aware of. They work perfectly.
