For both mobile and desktop, how do I keep the shopping cart on the screen even when the user scrolls down?

How you can get theme support for a given theme would depend on this being a free Shopify theme or a paid, third-party theme.
In this case, as you’re using the Venture theme, there are certain customisations you can have added to your store as part of our Design Policy.
While what you specified here is not among these, we can still have our themes team assess requests on a case-by-case basis.
