Currently, Dawn theme does not support section like you described, so you have 2 ways to add it:
1: You can use app builder to add this section, it will be fast and everything will work fine. Refer PageFly Page Builder
2: Hire an expert to add it, because this requires you to have experience with Liquid, CSS and JS
