How to make cart note mandatory in Minimal theme?

Hello there, I could do with some help.

I want make the cart note required/mandatory before the customer can proceed to checkout. I have seen this asked for other themes but the fix doesn’t seem to work for Minimal theme - anyone able to help with the code required?

So I have added code to cart.template.liquid which displays the checkout notes and should make it mandatory but it still is able to be skipped at checkout - anyone able to help? Code used:
