You should contact with theme supporter or you need to hire an expert, they will support you build that function for your theme.

This would be an advanced theme customization that you SHOULD NOT DO without explicit reasons.

Your asking to add a tax & shipping message to every line item which is unnecessary noise with few exceptions.

A single tax & shipping message is perfectly fine to have near the cart subtotal/total .

Do not do this to play UI designer, unless specifically selling only 1 product per order, or some products are untaxed/unshipped and there will be logic to accommodate that.
