I haven’t been able to find a good fix for this that works. Right now with the dawn theme, the email signup is below the footer, but I would like it to be next to it instead.

Hello Ojoroh, there is way you can do it the first by using theme liquid aspect, by using external app, or by removing the sign up form from the footer menu and add another menu into the footer menu to suit your liking, hope you understood me.
Since you are using free theme some feature might be hard to use, unless we log in to your site and find possible solutions
