How to open a modal pop-up when clicking on a specific button in a page

We are producing a page that guides certain customers on how to sign up for membership,

Click a button that is included in a section such as the screen
I want a modal pop-up to come out.

Do you happen to know how?
(How I do it myself or free app)

Or do you know how to create a new tab(_blank) when you press the button?
