This is what I was told to do and it appears to be working. Through your Meta Business Suite, do this:
Commerce Manager > Shop button > Edit Shops > select Settings > Website Content > Toggle off “Update shop with content from your website”
Even though I didn’t have a Free Shipping Promo going on website, just toggling off made it go away. For the moment, that works for me. Hopefully it’ll work for you.
