How to remove this white bar at the top of the footer?

Hi. I struggling to get rid of this white bar on top the footer.

I have tried including the below code at the end of the theme/Edit Code/Assests/base.css but this solution also doesn’t help.

I also cannot find the theme.css in the edit code page. Can someone please help me in fixing this issue? Many thanks.
