@Ryusei_1 , this is not possible in the native discounts. However, I suggest you try our app, Discount Bot, and use the Advanced Shipping discount to achieve this.
On the admin side, here’s an example where we set the max amount off to $3 with a minimum of $200 purchace:
On the cart, a maximum of $3 is taken off shipping. If the shipping itself is less than $3, then it becomes free shipping:
