I’m afraid you can’t create a free shipping discount using automatic discounts, as our guide indicates. However, you can create a free shipping discount using discount codes or create free shipping rates for your store. When creating free shipping rates, you can use weight-based rates to offer free shipping on select products. Alternatively, there are also third-party apps that can assign rates to each product, such as Better Shipping or Advanced Shipping Rules.
