How to set up a newsletter popup while building a website?

Hello! Is there a way to set up a popup to collect emails, while I’m working on building my Shopify website? Basically I just want consumers to go to my website and see a popup to enter there email to be notified when the shop is open. DOes that make sense? Thanks!
