How to set up EU country taxes at checkout?

Hello there, I need some help with setting up taxes. Is there a way to have an option on checkout page?

Like those customers from EU Countries have options to pay their tax along with the product they purchase or 2nd option they will be the one who will pay their tax to their country,. Is this possible? Pleeasee send some help.
