You could make a new collection and call it ‘All’ then add all products to that collection, you could then target the collection ‘All’ in that field and apply the discount site wide

The issue with this solution is, if I add a new product/SKU after that it will be excluded from the discount unless I manually add it to ALL. Is this correct?
