I downloaded the Product Reviews app and went to customize my theme but when I click to add a new section for product reviews, the option isn’t there. Where can I find this feature in Dawn?
There’s no section included in the Product Reviews app, it only comes with app blocks for star ratings and reviews which you can add on the product detail page. If you go to a product detail page in the theme editor and click Add block the Product Reviews app blocks should show up.

You mentioned you’re using the Dawn theme, so this would be one of the Online store 2.0 themes in terms of the steps given there.
