To sell a product for $0 and start charging when someone orders two, you can simply set this up with two versions of your product on Shopify: one as a free item and the other priced normally. Additionally, create an automatic discount that makes the first item free when at least two items are in the cart. This discount should be set to 100% off for at least one product.

Can you please share some more details about the conditions for your offer?
When you say you want to charge them when they buy two products, does that mean, “two of any product,” or are there specific products they must have 2 of in their cart to be charged?
In addition, do you only want to charge them when they have two products in the cart, or is it “two or more products”?
What if they have three products in the cart? Do they get charged on only two? All three? Or something else?
The more details you can provide, the better answer I can give you.
