images won't load as say they are too big.

My colleague - working on a Mac is unable to load images onto a blog. She tried to upload one over 20MB and got the error message. So she tried to load a smaller image (5MB) and is still getting the can’t upload as it has to be under 20MB message. She has tried clearing the cache but still no joy. Any ideas please?
