I want to use the following settings: https://help.shopify.com/en/manual/taxes/location#include-exclude-based-on-customer-country
It seems whenever the store address is in the same country as the customer - taxes are never included at the cart - only at checkout - why is this?

My store is registered in France

I have markets for UK, EU and International
I am collecting taxes for UK and EU (France and Hungary)
Shipping to UK includes tax on cart and checkout
Shipping to France - Taxes is not calculated cart!
Shipping to Hungary - Taxes is again calculated at cart
Now if I change my store address to UK - tax is no longer calculated at cart
But now tax is included in the cart for France
