I would like to add clickable, responsive product cards to my collection description. One example is this website’s collection page: https://www.wellnessjunction.com/collections/allerair-air-purifiers
Here the pattern of text, product cards, text, product cards…repeats, before the product grid.
Is there a straightforward way to do this in the theme editor?
I am using Out of the Sandbox Superstore theme.

Without custom code, you could achieve something similar by adding a multi column section. You are able to add images and links to each column using the default setup, so although not perfect it would replicate the idea using the theme editor only.
Go to Online Store, Customize and navigate to the desired collection. Then in the left hand menu click +Add Section and select Multicolumn. Here you can move the section above the product grid, and use the settings in the right panel to adjust each column.

You can add collection list section after the collection banner. Your reference link using that section to populate related collection.
