As Shopify is a platform that hosts online businesses, we do not manage or ship the orders ourselves. Since each business operates independently, it would be best to attempt to reach out to the store owner for more assistance. In this case, if you are unable to get in touch with the business or store owner - I would highly suggest that you speak with your bank or credit card company (depending on how you made the purchase) and bring this to their attention. They will have additional processes aimed to retrieve your funds for the purchase you did not receive.
