  1. Is Google Shopping considered a paid advertising campaign, or are there free (organic) listing options available as well?

1- You have multiple platforms within Google Shopping, these are shopping ads, free shopping listings, display ads, local ads, local free listings, vehicle ads, youtube listings.

So a lot. The most commonly used are shopping ads and free shopping listings.
