When someone is filling out an a draft order over the phone, is it possible to add steps/requirements to it. Example below.

What steps are you looking to add to the draft order process? Would these steps/ requirements then be sent to the customer when you send them the draft order, ideally?
These requirements would be filled out by employees for customers over the phone. It is more or less a way to remind the employee to ask for some specific information depending on the item.
If the customer was ordering it online there is already a way to ask for that information.

Right, I see. This would not be possible as you cannot customize the look of the Shopify admin, including the draft orders section. You’d be best served providing the instructions on creating a draft order in a separate document or tool for your employees to refer to.

As Victor mentioned, it is not possible to modify how the Shopify Admin interface look, but I think my app can help your staff on filling the values right after the draft order is created.
My app Draft Order Helper (https://apps.shopify.com/draft-helper) has a setting that will automatically add the fields you want to the draft order after it is created, then after the draft order is created, you can instruct the staff to refresh the draft order page, and the fields will show there :
