This would likely require a custom-coded solution that would require a developer to design and code into your store for you. You can check out the Shopify experts directory to find and hire someone that has the expertise to do this.
Essentially this design appears to be a large background element with a series of containers overlayed on top that are for each individual animated gif that leads to a different page on their site.
