Is it possible to set hover color for links and menus?

hi, i was wondering if it is possible to have my header menu, footer menu, and all existing hidden links (the two featured products on the home page) to fill in with #FFBD03 hex color so when people hover or press the link/navigation tab it turns yellow. thanks
