How do I remove the navigate to admin bar from the bottom of my screen. Is my store not active with that on?

You can make your store available to the public by removing your password page on your website. If you have your password page enabled you will see a message to remove it when ready when you go to Online Store > Themes in your admin.
The banner you are seeing is because you are signed into the store admin with your merchant account, this is not visible to customers or other people browsing your website. You can always check what the customer experience would be like by visiting your website in a private/incognito browser window.
